1999년의 노사관계는 1998년에 비해 불확실성과 불안정성이 클 것으로 전망된다. 우선 1999년 노사관계의 안정요인을 보면 다음과 같다.
첫째, 경기회복의 지연 내지 경기침체의 지속이 전망되어 이것이 노조로 하여금 과다한 근로조건의 개선을 자제하는 요인으로 작용
